The Ministry of Panchayati Raj (MoPR) will today launch SabhaSaar, an Artificial Intelligence (AI)-based meeting summarization tool that automatically generates structured Minutes of Meeting (MoM) from audio and video recordings of Gram Sabha and other Panchayat meetings.
The launch event in New Delhi will be attended by Union Minister of Panchayati Raj Shri Rajiv Ranjan Singh (Lalan Singh) and Union Minister of State for Panchayati Raj Prof. S.P. Singh Baghel.
Powered by advanced AI and Natural Language Processing (NLP) technologies, SabhaSaar transcribes discussions, identifies key decisions and action points, and produces well-formatted meeting minutes. Integrated with Bhashini — the Government of India’s National Language Translation Mission — the tool currently supports 13 Indian languages, with plans to expand coverage in the future, ensuring inclusivity for Panchayat functionaries across linguistic backgrounds.
The Ministry has encouraged all States and Union Territories to adopt the tool for preparing minutes of the Special Gram Sabhas scheduled on August 15, 2025. In the first phase, all 1,194 Gram Panchayats of Tripura, including traditional local bodies, will use SabhaSaar for documenting these meetings.
By reducing the time and effort required for manual documentation, SabhaSaar aims to strengthen participatory democracy, improve transparency, and enhance efficiency in local governance — allowing Panchayat officials to focus more on governance and service delivery.
