India and Germany have signed a Joint Declaration of Intent (JDI) on Telecommunications Cooperation during the official visit of Friedrich Merz, Federal Chancellor of the Federal Republic of Germany, to India from January 12–13, 2026.
The declaration was signed by Amit Agrawal, Secretary (Telecom), on behalf of the Government of India, and Philipp Ackermann, Ambassador of Germany to India, representing the Government of the Federal Republic of Germany.
The JDI emerged as a key outcome of discussions between the Prime Minister of India and the German Federal Chancellor. It has been concluded between the Department of Telecommunications (DoT) and Germany’s Federal Ministry for Digital Transformation and Government Modernisation (BMDS).
The declaration underscores the shared commitment of both nations to strengthen bilateral collaboration in telecommunications and Information and Communication Technologies (ICTs), building on the momentum of India–Germany relations and sustained high-level engagements.
Under the JDI framework, the two sides will hold regular consultations and annual high-level meetings, supported by dedicated working groups and multi-stakeholder participation from government, industry, academia, and research institutions to ensure structured and result-oriented cooperation.
Both countries have agreed to enhance collaboration through exchange of information and best practices, promotion of emerging and future technologies, and cooperation in areas such as policy and regulatory frameworks, manufacturing, and ease of doing business in the telecom and ICT sectors.
India and Germany also plan to jointly develop a work plan outlining specific goals and priority areas, while working closely in relevant international forums to advance shared perspectives on telecommunications and digital development.
The signing of the JDI marks a significant step in advancing India–Germany cooperation in telecom and ICTs, supporting the shared vision of inclusive and sustainable digital transformation.
